Meals Tax Henrico, VA

My restaurant is located in Henrico, VA where a 4% meals tax is applicable when purchasing food and drinks. However, there are situations when the meals tax should not be applied. Below are few situations that should be excluded from the 4% tax.

Drinks sold by themselves
Desserts sold by themselves
Desserts sold with only drinks (no other food)

Does anyone know of a way to setup Toast to not apply meals tax to tabs that meet these exceptions? Thanks.
