How does someone print time cards for their employees if they did not purchase Toast Payroll? We are a small business who do things in house and I need to find a way to print a time card for each employee.

I just want to verify when you say "time card", do you mean
1) you want to print out a receipt every time when your staff clock in and out. or
2) a receipt that shows the date and clock-in/out time that a staff has worked for a pay cycle.

If you go to the time entires report (Reports > Employee Performance > Time Entries), you can then choose the time period and export the entries in CSV format, which is easy to use in Excel or Google Sheets

From there, you can manipulate the data to do whatever you want with it, be it display a summary per employee, or some other format for input into your payroll system.

If you can provide a little more information on what you’re looking to do with the data, I can provide a bit more advice.
