Or is there a way to stop items from being moved from one check to the other.

To prevent an employee from moving items from one check to the other, please refer to and revoke the permissions listed in this article:

There isn't a report which tells who moves/transfers items from one check to the other, but you can use the internal audit tool to audit the checks in questions. Please refer to the other recent post here:
