Auto Tip Applied to First Party Delivery

We are a private RV and Park Model resort which offers delivery from our on property restaurant to guest sites. We use our own delivery drivers and do not deliver outside of the resort. I have turned off tipping, auto tip and even set the tip to 0%. It still automatically adds some random percentage to the tip line on every delivery order, without the guest having any say, because we turned tipping off. I have contacted Toast and they say "it is working as intended" not sure how turning tips off but guests automatically being charged a tip is working correctly though. Not sure if anyone else has had this issue or a possible solution to try.

We do it is set to a $1.95 fixed amount. This shows up on the guests receipt along with a % dollar amount on a separate tip line. In reporting it is allocated to tips.
