having permission to take orders and process payments

How do we assign a host the permission to take an order and process the payment for that order?  Currently only a server  can perform both of those functions.

You will need the following permissions depending on your setup:
1.1 Table Service Mode
1.2 Quick Order Mode
1.4 Payment Terminal Mode
1.6 Apply Cash Payments
