Rewards Setup Issue

I am trying to change my rewards program from cash back to a free item, when I do the continue button is greyed out and I cannot save the program. any suggestions on what might cause that?

Make sure you fill our all the required fields and add redeemable items to the list

You have to disable your current program as well and create a new one
