Hello, we are having a big issue with staff transferring all their checks onto other employees when they are leaving at the end of their shift, without communicating that this is what specific checks are. If there a setting somewhere that would require the employee that they are being sent to, to accept the checks and not just have them show up under their name?

No you would have to remove the permission to transfer altogether, then they would need manager approval to transfer/change server.
