Aggregating menu items into tax reporting categories

I am trying to build a report that gives me totals by date range for the following items:

Food, NA Bev, Retail, Liquor, Wine, Beer

The online resources state that the menu items must be aligned to a category, but the options for doing that are unavailable.  How is everyone else doing this?

If you are not seeing any sales categories to choose from, there may not be any created, check under sales categories first https://www.toasttab.com/restaurants/admin/menus/salescategories

Ok, you might not have permission, if you can try accessing it from an account that has full access.
