Trying to get the course modifier as required as opposed to just enabled?

You can assign a course to menus, groups, or individual menu items if that is what you mean, this will give menu items a default course unless manually changed by the server on the POS.  https://central.toasttab.com/s/article/Assigning-Courses-in-the-Menu-Builder or use advanced properties
