Can Federal Tax arrears be split over multiple paychecks?

Hello:

We recently promoted a long time server to a salaried position.  They had a large amount in arrears to federal taxes.  Once they went salary it caught up the prior 8 months of arrears out of their first salaried check.   For their first pay that should have been over 2K, they got $8.  Is there a legal way to split up the arrears to catch up over multiple pay periods?
