Disabling Bill Pay for each vendor

I have thousand of vendors that needs BILL PAY to be disabled/turned off. I hired someone to do this for me but the button is greyed out on their end, what permission or access should I provide to them on their personal account used? without them needing to login my owner/admin account?

Based on what I could find, the users will likely need the Tenant Admin or Restaurant Manager role assigned to them. Let me know if you have further questions!
