New tax rate on selected items

I've been reviewing the set-up that our restaurant "consultants" did when they worked with operations staff to set up Toast and I've discovered that they never created the 2.5% alcohol tax that's applied in my state.  When I create a new tax item, even if I unclick the "default" box, the tax seems to be cascading down through my entire menu.  How do create the new tax item and then add it to the limited number of subject menu items?

It would be easiest to use advanced properties for this, show/hide applicable taxes, then assign the taxes as needed on individual items or menus, they will inherit from top down so if you assign to the top level menu everything under will get the same tax rates unless you change it on the specific groups or items.
