Ok guys, What am I missing here???
Server asks customer, Are you part of our loyalty program?
Customer Says no. but would like to be.
Server says all we need to sign you up is a phone number.
Customer gives phone number....
WHATS THE NEXT STEP??? How do they add that customer on GO 2 and sign them up??
The documentation is not clear at all.

Choose rewards sign up on the check payment screen.

When you go to Rewards on the payment screen, it offers a place to enter a rewards account number, or search by name or phone number. if you enter a number that is NOT in the POS, it does NOT give you the option to sign the customer up.

If you don't see the signup button on the payment screen, the signup availability is probably turned off for your POS and handheld.
To verify your setting, go to :https://www.toasttab.com/restaurants/admin/payments and find "Rewards Signup"

So the signup option only appears in the payment screen AFTER the tab is closed. We would like staff to be able to enter a customers number, while opening a tab, Toast enrolls that number to their tab, then allow them to create an account on their own while they are dining. NOT have to go back afterwards and FIND a closed tab.
