bartender tipout from servers

We have our servers tip out our bartender a % of bar sales at the end of the night. With most customers paying with cards, they end up with not enough cash at the end of the night. So far they've been doing IOU's. We are a brand new restaurant and first time owners, so we aren't sure how to do this better. Can anyone help? Thank you

We also have the servers tip out the bar and support staff at the end of the night. All non-cash tips are paid out to the servers at the end of the shift from the cash drawer so they can tip out right away. Are you paying out tips at the end of the shift or on their paychecks?
