Is the "Allow with other discounts" Under Discount Setup Working Properly?

I have been trying to make the BOGO discounts exclusive (cannot be combined with other discount/BOGO discount). BOGO discounts can still be applied to the same check. Not sure it is because I do not set it up correctly or the "Allow with other discounts" setting is not working properly.

Can someone help me verify it please? Thank you in advance.

I got a response from my team, and I am happy to relay more questions to them if you have further questions. This is the information:

"It comes down to us not being clear about the logic. You are likely trying to use this feature for item-level discounts, but it only works with check-level discounts
Our team is lining up improvements to this that will expand this functionality."
