Shift Reviews/Closing Drawers for a Bar

We have had Toast for 2 weeks and we cannot seem to get our numbers to even out. We need assistance in finding out if what we are doing is what is best for our situation. Here's how the bar runs:

There are 2 banks of $400 for the day -$400 for AM & $400 for PM. There are 2 terminals/drawers that are used during both of these periods by both bartenders on shift. Both bartenders are responsible for the money in both of the drawers. These are the only people clocked in during these times. On Toast set up, they set both of our terminals to open the drawers at $200 for a total of $400. We want the drawers to be opened again for the PM shift, set at $200 each.

Here's what we have been doing at shift change and the end of the night:

Enter all CC tips and close all checks - Count the drawers and enter the amount counted into the system when doing the "closing drawer". Each bartender completes a shift review, select "pay & collect tips" and each bartender chooses a separate drawer to collect tips from. The PM shift comes in, clocks in and starts both drawers again. The PM bartenders close out their shifts the same way the AM shift does. 

Can anyone help us figure out what we're doing wrong or possibly why our numbers aren't adding up?

Is it consistently over or under? Do the bartenders ring under their own numbers or a fake employee like AM BAR or PM BAR number they both use?

Yes constantly over or under and they each use there own number.

Make sure the bartenders have the bartender job role and cashier enabled for them. Also If they are counting the drawers before doing a shift review, when they 'collect and pay tips' that is when the money is going to be added or subtracted from the drawer balance. Also make sure terminals are set to open cash drawer, if they are not opening then that cash is going into hand and also wouldn't be in the cash drawer balance until shift review. 

So do they need to be doing shift review before or after counting & closing a drawer?
