What does Website View-Only mean?

I would like to display a menu on my website that isn't purchasable (i.e. a current draft menu but I don't want people to be able to order online). I added a new "Draft" Menu and selected Website View-Only but nothing appears when I try to add a Menu Group to the website nothing appears. The only way I have been able to make it show up is by allowing it to be a purchasable item on the website. Am i misunderstanding what the "Website View Only" is?

It's for the Toast website I'm using one of their templates. My top menu is called Draft and then the group is Beers under it. The only way to get the menu to work though is to have the products under Beers turned on/purchasable which is not what I want to have happen. I just want the Draft Website View-only option to turn off the ability to purchase them but the only way to have them turned on for the site is to have them purchasable.

This was an old beta that allowed you to have qr codes to scan for view only menu's I think it transitioned to order & pay menu's in some regard
