Delivery fees paid to drivers

How can I get the system to still give the $5 delivery fee to my driver even when the fee is waived because of a certain dollar amount threshhold.  i.e. if you order $30 or more the fee is waived

Unfortunately, we do not allow this workflow. When the fee is waived, it is essentially removed from the check, and the customer is no longer being charged the fee to compensate the driver.
