Title: Allow Maximum Value Limits on Custom Tender Types

Please add the ability to configure a maximum value that can be applied to a custom tender type.
Use Case:
Our business sells paper VIP vouchers through a third-party concert promoter. Each voucher has a fixed value of $10 and is redeemed at handheld Toast devices during events.
We created a custom tender for these vouchers so they can be reconciled separately from discounts and invoiced back to the promoter. However, there is currently no way to prevent a team member from accidentally applying more than $10 from a single voucher.
Requested Functionality:
Allow each custom tender to have configurable settings such as:
Maximum amount per use (example: $10.00)
Optional fixed value (must always apply exactly $10.00)
Optional quantity entry for multiple vouchers (e.g., 3 vouchers = $30)
Ability to require manager approval if the limit is exceeded
Reporting that continues to track the tender separately for reconciliation
Benefits:
Prevents cashier mistakes during busy events.
Eliminates over-redemption of fixed-value vouchers.
Improves reconciliation with third-party promoters.
Supports restaurants, stadiums, festivals, concert venues, and catering operations that use paper vouchers or coupons with fixed cash values.
Reduces training requirements for temporary event staff using handheld devices.
Current Workaround:
We use a custom tender so redeemed vouchers can be invoiced back to the concert promoter. Because the tender has no value limit, staff must manually enter the correct amount each time, creating the possibility of accidental over-redemption.
