Restricting Large Online Orders?

I've been attempting to add some parameters to our online ordering system with one of my locations. Is it possible to restrict online orders when they are too large?

One of our shops is much smaller than other locations and have a smaller kitchen capacity. We would rather large orders be transferred to a closer location that has a large kitchen.

You can use rules to reject orders based on total price, there is no way to re-route an order to another location though.
