Can you start a tab in offline mode?

Are you able to create and run tabs on the Toast handhelds when you are in offline mode?

If you are speaking about starting a tab and pre-authorizing a card in offline mode, unfortunately, you cannot pre-authorize a card when offline. However, if you want to start a tab and swipe a card to ONLY get the customer's name on the tab, you should be able to do that.
