Toast Tips Manager - Shift Tip Distribution

We are setting up tip policies in Toast tip manager. Our tip pooling policy setting is Shift. We have a lunch shift (11am-4pm) and a dinner shift (4pm-11pm). During each of these shifts, waitstaff will tip share a percentage of their sales with the busser. 

We created a tip policy, titled Busser Tip Share. The server job contributes 2% of sales to this tip policy. The busser job receives the tips from this tip policy.

We selected the Preview button, to preview the Busser Tip Share tip policy. We noticed that, for the dinner shift, the busser that worked the lunch shift was also receiving a tip share from the night shift. Upon further investigation, we noticed the cause was our lunchtime busser clocking out at 4:02pm.  

We are trying to figure out the best way to work around this issue, without having to manually adjust timesheets. I am wondering if anyone else has developed a work-around? Do we have to create the following new jobs: Server Lunch, Server Dinner, Busser Lunch, Busser Dinner, and then create the following tip sharing policies:

Server Lunch contributes tips, Busser Lunch receives the tips

Server Dinner contributes tips, Busser Dinner receives the tips

Okay, so I have talked with Toast support and still no solution. The last thing I was told was that the Shift policy settings would not go into effect until I completed set-up, that "Currently, there isn't any tip pooling policy set up so it is defaulted to Full workday". I had to wait until this morning to complete set-up, in the hopes that my shift-based tip policies would go into effect at the beginning of my pay period (today).

I just completed Toast Tips Manager set-up. On the Tip Pooling Policy page, my Tip Policy setting is Shift. I created a busser tip pool policy. I previewed the busser tip pool policy. My lunch busser clocked out at 4:01pm, and is still being given a portion of the dinner shift busser tip pool policy. 

All of the Toast Help Article text I have read states that an employee will not be included in a shift-based tip policy UNLESS that employee was clocked in for 15 minutes during the shift. My lunch and dinner shifts are properly set-up in Toast. Lunch 11am-4pm. Dinner 4pm-11pm.

This article includes a Toast Tips Manager FAQ. About 2/3 of the way down the page, the FAQ addresses the question "How does Tips Manager assign an employee to a particular shift (policy)?" It includes an infographic that contradicts what the text is saying (see attached screenshot).

Am I misunderstanding something? Surely I can't be the first restaurant to encounter this conundrum!

We have lunch and dinner in our restaurant.  Similar to you, I needed a way that the dinner busser was only being tipped out by dinner servers and not lunch servers.  Additionally, we have our servers tip out the kitchen too but because kitchen hours don't always line up with lunch or dinner service (morning guys prep food for dinner and leave before dinner shift starts), we needed a work around.  Job codes were the way we did this.  I have LUN/Busser, DIN/Busser, LUN/Server, DIN/Server, etc. etc. 
Our policy is set to a Full Workday.  This allows DIN/Server to send a tip out to anyone clocked into a kitchen shift, regardless of the time they (kitchen team member) clocks out by. 

Took a bit to set up and then takes even more time to train employees to clock in to the correct shift... my managers are trained to look at the timeclock report from the day before each day to adjust job codes as needed.  It's ongoing babysitting but it works accurately in the end.
