I am writing to inquire about the possibility of issuing Toast cash or a specific discount code to an individual customer. For instance, if there was an error with a customer's order, we would like to send them a personalized email with a code or some credit that they can use on a future transaction. Could you please inform me if this feature is available in Toast, and if so, how we can implement it? Thanks!!!!

You can use customer credits for this, but it's not available for online ordering. https://central.toasttab.com/s/article/Customer-Credits

Do you have loyalty/gift cards. If so just add it to their gift card balance on their guest profile. There is a beta for comp cards in the works as well

Right now there is only done through a third party provider. You can essentially make them now just sell a gift card and discount 100%
