Discount Permissions

I have all my server and bartender job codes set WITHOUT permission to apply discounts, yet they still can without manager permission.  How can i fix this?

You also need to require manager approval in the advanced settings of the discounts, by default any user can apply a discount that is available. The permission you set is just for giving them permission to override approval on discounts that require it.
