Manager Authorization for Service Charges

Is there anyway to make service charges to where it needs a manager authorization before it's applied? We currently do a 20% gratuity for parties of 8 or more. My staff can apply that service charge themselves and there's not option to make it a certain number of guests or manager code needed. Is there an option I'm missing? Thanks in advance!

There is an permission for service charges but it is not guest specific. It is permission 1.10
