I have resync all data here and I still don't have the $10 off button from our gift card sales

Have you checked the discount settings? Make sure it is not limited to a certain time period. Also if it was setup as a promo code then it will not be visible in the discounts on the POS, you would need to search promo codes instead which is in the top right (3 dot) menu.

Yes but it has to be enabled under payment options, which gives me a clue, that actually may be their issue.
